Enterprise Services Monitoring Engineer  

 

Scope The Command & Control Systems (C2S) Group is seeking an experienced Enterprise Services Monitoring Engineer to support the 7th Theater Signal Brigade residing in Bagram Afghanistan, as part of the Joint NETOPS Control Center-Afghanistan (JNCC-A) in Bagram, Afghanistan.   The Enterprise Services Monitoring Engineer will be part of a Command, Control, Communications, and Computer Information (C4I) services team that will support planning, program management, integration, operation, and maintenance of a unified network management function for all C2 systems and services of the Program
General Duties

Direct operational responsibility to: 

  • The Theater SME who will manage, monitor and maintain situational awareness of all TNMA systems, with interoperability requirements including Solarwinds, SNMPc, Spectrum, and HP OpenView systems and projects under the responsibility of the USFOR-A CJOA
  • Provide planning and monitoring engineering guidance to USFOR-A and JNCC-A network planners at engineering meetings
  • Direct and provide troubleshooting guidance to forward units as required
  • Identify, diagnose, and resolve complex monitoring problems affecting performance
  • Perform C4I network planning for contingencies and current operations
  • Provide detailed planning of C4I network changes to support emerging theater C4I requirements
  • Develop, publish and maintain documentation (written and graphical) of all monitoring engineering and design activities of the USFOR-A C4I theater network in agreed upon and accepted industry standard format
  • Develop theater C4 network roadmap and required network changes for next 120 days
  • Identify and recommend monitoring tools and processes to accomplish USFOR-A J6 and JNCC-A enterprise management (NETOPS) tasks
  • Review and validate USFOR-A and CJTF C4 network plans and network changes
  • Identify theater requirements for strategic assets; e.g., strategic satellite terminals, strategic monitoring, strategic multiplexers, and strategic data routers
  • Identify re-utilization/re-allocation of strategic theater assets based on requirements
  • Develop C4 network policies and guidance, as required, to meet NETOPS and USFOR-A J6 objectives: security, robustness, reliability, performance, quality of service, etc.
  • Identify and codify theater C4 network best practices - "digital rules of engagement"
  • Provide design/architectural recommendations for long-term/chronic problem resolution
  • Provide engineering assistance for immediate and emergency troubleshooting and problem resolution
  • Maintain proficiency in current industry standards such as ANSI (American National Standards Institute, IEEE (Institute of Electrical and Electronics Engineers), and Bellmore
  • Support the planning, execution, and after-action phases of current operations, contingency operations and joint network upgrades in the USFOR-A area of responsibility (AOR)
  • Other duties as assigned
Required Qualifications
  • Bachelor’s degree in Computer Science or related Information Technology fields
  • Minimum of 4 years experience using a combination of the following - Network Management Systems such as HP OpenView, TNMA, Spectrum and/or CiscoWorks, MRTG, NTOP, SolarWinds, and Nagios
  • Minimum of 3 years experience interfacing with Cisco Routers and Catalyst Switches and/or equivalent platforms
  • Minimum of 3 years experience using monitoring tools to supervise the health of the networks and Windows, UNIX and SUN servers
  • Minimum of 3 years experience performing application monitoring of critical processes and functionality
  • Must possess an active Secret Clearance
  • Must meet overseas medical deployment qualifications
Desired Qualifications
  • Global Information Assurance Certification (GIAC), Certified Information Systems Security Professional (CISSP), or Cisco Certified Network Professional (CCNP) preferred
  • Ability to perform effectively in a fast paced environment with short timelines
