| Scope |
The Command & Control Systems (C2S) Group is seeking an experienced Information Technology Manager to support the 4th Signal Center (Theater) residing in primary locations at Hawaii & Alaska USA and Okinawa, Japan as part of the Pacific-Theater Network Operations Security Center (PAC-TNOSC). The Information Technology Manager will be part of the computer network defense (CND) and security services team that will ensure the availability, integrity and confidentiality of the information and systems used in planning, coordinating, directing, controlling, and sustaining military forces.
The Information Technology Manager shall be responsible for providing effective and efficient Enterprise Services support to the customer. Working closely within a team, the Information Technology Manager will monitor network performance, troubleshoot and resolve complex problems to ensure quality transmission service on the network. The candidate will maintain, create/delete user accounts, maintain and update system security plans, and develop Active Directory Global Policies on all platforms within the 4th Signal Center for the Pacific-Theater Network Operation and Security Center.

| General Duties |
Direct operational responsibility to:
- Manage the day-to-day operation of computer networks including hardware/software support, training, and special projects; planning, design and implementation of data connectivity for local area network (LAN) and wide area network (WAN) systems
- Serve as Subject Matter expert for Active Directory Global Policy (GPO) development, Theater Tier 2 Exchange services, WSUS and SCCM execution, SMS application standardization, and Active directory DNS maintenance
- Assist in coordinating special projects including network related wiring plans, LAN/WAN hardware/software purchases, and system installation, backup, maintenance procedures and problem solving
- Create and maintain comprehensive documentation for all implemented networks, wiring diagrams, support log, software applications and hardware baselines
- Monitor network usage to ensure security of data and access privileges; install, support and maintain network servers and appliances; establish and maintain user accounts, profiles, file sharing, access privileges and security; perform daily server tape backups
- Respond, identify, prioritize, and isolate, the determination and resolution of significant problem events through the use of network management tools, test equipment and/or the diagnostic capabilities of firewalls, routers, and switches
- Discover and investigate suspect behavior, including application performance and availability analysis
- Lead configuration and tuning of Network infrastructure including firewalls, routers, switches, load balancers
- Implement and coordinate network policies, procedures, standards, patches, and enforce the security policies and procedures.
- Monitor network security, stability and performance, and manage Top Level Architecture (TLA) configurations - ensuring 24x7 operations and resolving service impacts as they occur
- Direct, supervise, and mentor a small team of junior and mid level Information Technology administrators
- Manage and participate in a 24/7 on-call rotation, if required

| Required Qualifications |
- Must have 5+ years of experience in Network Administration/Engineering, Security and Systems Administration
- Must be IAT-II (Security+) Certified
- Must be Cisco Certified Internetwork Expert (CCIE) or Microsoft Certified System Engineer (MCSE)
- Must be SANS Institute certified with GCED, GSEC, GCWN, GISP, and CISSP
- Must have experience on Host Intrusion Prevention Systems (HIPS), McAfee Anti Virus, Rouge Asset (RA) detection, and Data Loss Prevention (DLP)
- Must have 3+ years of experience on wide array of server grade applications including Lotus Notes, Microsoft Exchange, DNS, SMTP, IIS, Apache, SharePoint, Active Directory, Identity Management, Patch Management, LDAP, SQL, and security products such as Virus Scan, Host Intrusion Prevention, Secure Web and Email Gateways, and Policy Auditor products
- Must have experience with a wide variety of computer applications and operating systems in a mixed Solaris, Linux and Microsoft Network Operating System infrastructure
- Ability to provide network support outside of core networking areas/strengths to include potential exposure with VOIP, SAN/NAS, IPS, IDS, Active Directory, Exchange, IIS, Disaster Recovery Strategies, etc.
- In-depth knowledge of Cisco Routers and Switches
- In-depth knowledge of LAN/WAN/DMZ connections and segregations
- Strong understanding of TCP/IP network architecture and implementation System administration experience on any of the following platforms (e.g. Microsoft Windows, Red Hat Linux, HP-UX, AIX, Sun Solaris, Novell, etc.)
- High level of experience implementing and administrating common TCP/IP-based services, including DNS, DHCP, HTTP, FTP, SSH, SMTP, OSPF, VPN, IPSEC etc
- Ability to troubleshoot a wide array of system, networking, software, and hardware problems
- Must possess exceptional teaming skills and will have extensive experience working with senior customers
- Must possess an active Secret Clearance
- Must meet overseas medical deployment qualifications
REQUIRED EDUCATION (INCLUDING MAJOR)
- Strong academic background with Bachelor of Science/Arts Degree in Engineering or Computer Science or Science or Mathematics (or equivalent work experience)
