ANSER is a public-service research institute, providing
analytic and technical support to federal and state agencies
in the areas of homeland security; aerospace systems development,
acquisition, operations, requirements definition, technology
evaluation, testing, and planning; modernization planning;
information systems planning and acquisition; C3I program
planning; and foreign technology analyses.
ANSER manages the Department of Homeland Security’s
Homeland Security Institute as a Federally Funded Research
and Development Center, providing the DHS Science &
Technology Directorate with systems evaluations, technology
assessments, operational assessments and resource and support
analyses . ANSER conducted a Total Force Integration Study
for United States Northern Command including an Action Plan
for implementing the command’s selected course(s)
of action. ANSER provides analyses and technical support
on homeland defense, civil support, and homeland security
issues to the Office of the Assistant Secretary of Defense
for Homeland Defense (OASD(HD)).
ANSER provided NSA an analysis of cyber security requirements,
capabilities and policies and assists the Joint Staff, J-5,
CbtWMD Division’s efforts concerning nuclear nonproliferation
issues and related arms control negotiations, compliance
and implementation activities.
Under the National Guard Bureau and Joint Force Headquarters’
State exercise and training program, ANSER will be conducting
a series of exercises over the next five years to test the
newly created NGB Joint Operations Centers in responding
to terrorist events. ANSER provides technical and analytical
support to the Joint Staff Deputy Director for Antiterrorism/Force
Protection and has conducted critical infrastructure protection
assessments for military (air bases) and civilian (ports)
facilities and provided Antiterrorism/Security Plans for
these same installations. ANSER supported the development
and execution of the Homeland Security Exercise and Evaluation
Program (HSEEP) training course for the Department of Homeland
Security’s Office of Domestic Preparedness and has
supported agrosecurity exercises conducted at the local,
state and national levels.
