| Scope |
The Command & Control Systems (C2S) Group is seeking an experienced Network Planning Analyst to support the 4th Signal Center (Theater) residing in primary locations at Hawaii & Alaska USA and Okinawa, Japan as part of the Pacific-Theater Network Operations Security Center (PAC-TNOSC). The Network Planning Analyst will be part of the computer network defense (CND) and security services team that will ensure the availability, integrity and confidentiality of the information and systems used in planning, coordinating, directing, controlling, and sustaining military forces.
The Network Planning Analyst shall be responsible to provide expert guidance on network planning, direct the installation, configuration, maintenance, operation, and upgrading of network equipment. Working closely with the Enterprise Operations Director and other IT staff members, the candidate will ensure the infrastructure is capable of supporting changes to the local baseline, lifecycle replacements, and environmental issues. The Network Planning Analyst will support the development of technical standards, application uses, monitor the network environment to ensure the security and safety operations of equipment for optimal results, resolve network problems, and offer technical assistance and solutions to users.

| General Duties |
Direct operational responsibility to:
- Serve as the liaison with vendors, interact with internal and external customers to plan, architect, implement, and support infrastructure to ensure the infrastructure supports the local baseline, lifecycle replacements, and upgrades to support the current and future PAC-TNOSC missions
- Develop logical drawings allowing a simplified view into the network infrastructure
- Develop detailed physical drawings showing all network components
- Develop server farm rack system diagrams and wiring diagrams
- Construct and maintain detailed records on the equipment, maintenance schedules, power requirements, optimal operating conditions and accountability information according to the PAC-TNOSC configuration management and service interruption policies
- Respond and identify, isolate, and prioritize the determination and resolution of significant network problem events (e.g., router, switch, server, and carrier problems) and performance issues through the use of network management tools, test equipment and/or the diagnostic capabilities of firewalls, routers, and switches
- Monitor the system and network performance to ensure and/or improve the efficiency
- Research, evaluate, recommend, and advise on the technical architecture of current and future LAN, WAN, and wireless networks
- Identify and recommend areas of operation that need upgraded equipment, and/or infrastructure

| Required Qualifications |
- Must have 5+ years of experience in Network Administration/Engineering, Security and Systems Administration
- Must have at least 2 years of experience in IT related type projects/programs with proficiency in technical planning aspects of a Network Operations Security Center within the last five years
- Must be Certified Associate in Project Management
- Must be IAT-II (Security+) Certified
- Must have familiarity with a wide variety of computer applications, operating systems, and platforms in a mixed Solaris, Linux, Microsoft Network Operating System, and Windows Active Directory environment
- Ability to provide network support outside of core networking areas/strengths to include potential exposure with VOIP, SAN/NAS, IPS, IDS, Active Directory, Exchange, IIS, Disaster Recovery Strategies, etc.
- In-depth knowledge of Cisco Routers and Switches
- Strong knowledge of LAN/WAN/DMZ connections and segregations
- Strong knowledge of routing protocols including VRRP, BGP, iBGP, HSRP, RSTP, RIP, SIP and Multicast
- High level of experience implementing and administrating common TCP/IP-based services, including DNS, DHCP, HTTP, FTP, SSH, SMTP, OSPF, VPN, IPSEC etc
- Ability to troubleshoot a wide array of system, networking and hardware problems
- Must possess exceptional teaming skills and will have extensive experience working with senior customers
- Must possess an active Secret Clearance
- Must meet overseas medical deployment qualifications
REQUIRED EDUCATION (INCLUDING MAJOR)
- Bachelor of Science/Arts Degree in Engineering or Computer Science or Science or Mathematics (or equivalent experience)
