Senior Project Manager/Site Lead  

 

Scope

The Command & Control Systems (C2S) Group is seeking an experienced Senior Project Manager/Site Lead to support the 4th Signal Center (Theater) residing in primary locations at Hawaii & Alaska USA and Okinawa, Japan as part of the Pacific-Theater Network Operations Security Center (PAC-TNOSC).   The Senior Project Manager will be part of the computer network defense (CND) and security services team that will ensure the availability, integrity and confidentiality of the information and systems used in planning, coordinating, directing, controlling, and sustaining military forces.

The Senior Project Manager (PM) shall be the Site Lead, knowledgeable and experienced in all aspects of day-to-day project operations of the Site.  The PM shall perform all managerial duties necessary for the successful performance of the contract.  The candidate must be able to establish, track, and be accountable for quantitative goals/metrics across the project team and ensure compliance with PAC-TNOSC policies and standards. 

 

General Duties

Direct operational responsibility to:

  • Exhibit technical knowledge of Project Management and performance metric measurements, as well as the ability to fill in technical gaps when required
  • Provide logistical support and supervise the welfare of all contractors under contract within the PAC-TNOSC
  • Supervise personnel within a highly demanding work environment while providing critical communications services to high ranking military and civilian leadership
  • Analyze IT service requirements and develop procedures for implementation, programming and/or maintenance of major computer systems
  • Maintain standard operating procedures for continuity throughout the PAC-TNOSC work environment
  • Manage subcontractors, work with prime contractors and build excellent teaming relationships
  • Develop and maintain solid relationships with multiple levels of the military organization as well as preparing and presenting briefings and reports to the military customer 
  • Execute other duties as assigned


Required Qualifications
  • Must possess Project Management Institute Project Management Professional (PMP) certification
  • Must have at least 6 years of experience in IT related type projects/programs with proficiency in technical operations of a Network Operations Security Center within the last five years
  • Must be IAT-III (CISSP) Certified with IT Infrastructure Library (ITIL) fundamentals
  • 2 years experience on the Army's LandWarNet (SIPR/NIPR) with hands on experience with Cisco routers
  • Must possess exceptional teaming skills and will have extensive experience working with senior customers
  • Must possess an active Secret Clearance
  • Must meet overseas medical deployment qualifications

 

REQUIRED EDUCATION (INCLUDING MAJOR)

  • Bachelor of Science/Arts Degree in Engineering or Computer Science or Science or Mathematics

 

Desired Qualifications
  • Should have experience in project management, personnel management, and risk management
  • Lean Six Sigma Certification (LSS), ISO-IEC Certification for Information Technology Service Management or equivalent experience is preferred
  • Ability to perform effectively in a fast paced environment with short timelines
  • Ability to maintain a professional and courteous manner in difficult situations
  • Ability to maintain high quality work to manage multiple critical projects
  • Ability to perform and participate in a team oriented environment
  • Ability to communicate effectively with a diverse group of network users
  • Excellent customer service skills and demeanor
