2. About NASA SEWP VI

The NASA SEWP (Solutions for Enterprise-Wide Procurement), pronounced “soup”, provides the latest Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services for all Federal Agencies and their approved contractors. Created in 1993, SEWP I was the first Government-Wide Acquisition Contract (GWAC) in the federal acquisition space. Originally, the contract vehicle provided only technology products for NASA and all other agencies. SEWP has continually evolved over the past 30 years, expanding its scope to meet the requests of its customers.

The SEWP vehicle represents acquisition innovation within the Federal Government. The program is self-funded through usage fees (0.34%) and provides all Federal agencies with acquisition support — more than 50,000 orders a year.

3. About INTECON

INTECON leads technological innovation in defense and security, developing advanced solutions in C4ISR, Space, Cybersecurity, Engineering, Mission Support, and Enterprise IT. Using AI, machine learning, and advanced analytics, we turn mission challenges into opportunities, with a commitment to excellence in support of a safer, more secure tomorrow.

INTECON is a Small Business and holds a NASA SEWP VI contract in Category C — ITC/AV Mission-Oriented Services. Visit us at www.inteconusa.com.

4. Fair opportunity

FAR 16.505(b)(1) provides that each contractor shall be given a fair opportunity to be considered for each order exceeding $10,000 issued under multiple award contracts. The FAR states that the method of obtaining fair opportunity is at the discretion of the Contracting Officer (CO), and that the CO must document the rationale for the placement and price of each order.

Using the SEWP online Quote Request Tool (QRT) is the recommended method to assist in this activity and to support the required decision documentation. The QRT automatically includes the Contract Holders within a selected Group or based on a suggested source.

INTECON adheres to the Fair Opportunity provisions of FAR Part 16.505(b). INTECON will not market, quote, or otherwise offer for sale any IT solutions that are not listed under its SEWP VI contract until those solutions are included in the SEWP database of record and are available to all Government end-users.

5. What is in scope for SEWP VI

SEWP is designed to provide a broad suite of Information Technology, Communication and Audio-Visual (ITC/AV) solutions and services. Technology is ever-evolving, so SEWP's processes enable Contract Holders to add new commercial technology and IT services to their contracts daily, as requested by customers. 7. How to order

The internal ordering process of each Agency varies. The process and accompanying forms for Purchase Requests (PR) and Delivery Orders (DO) issued against a SEWP contract are defined by the issuing agency, not by the NASA SEWP Program Management Office (PMO).

  1. Define the requirement. The end-user determines a requirement and generates a Purchase Request (PR). To confirm the requirement is in scope, see section 5.
  2. Request quotes. Use the SEWP Quote Request Tool, or contact INTECON directly (section 8), to obtain a quote that meets the requirement.
  3. Agency review and funding. The PR, along with any necessary funding information, is sent to the agency's procurement office, which results in the issuance of a Delivery Order (DO). Any valid Federal Agency DO form and its associated Delivery Order number may be used.
  4. Submit the DO to the SEWP PMO. DOs are issued through the issuing agency's procurement office; the SEWP PMO does not issue DOs. The PMO reviews, processes and tracks issued DOs and forwards them to the Contract Holder(s).
  5. INTECON fulfills the order. The Contract Holder receives the DO from the SEWP PMO and performs in accordance with its terms.

Some Agencies have special requirements for issuing IT Delivery Orders. It is the issuing Agency's Contracting Officer's (CO's) responsibility to be aware of any agency-specific policies regarding orders placed on an existing contract vehicle and Government-Wide Acquisition Contracts. The SEWP contracts do not require issuing Agencies to use other intermediary procurement offices, except as directed by their own internal policies.

Modifications. If modifications are made to any order, those modifications must also be routed through the SEWP Program Management Office (PMO).

8. How to obtain a quote

SEWP Quote Request Tool (QRT)

Submit your requirement through the NASA SEWP Quote Request Tool at www.sewp.nasa.gov. The QRT is the recommended method for supporting fair opportunity documentation.
